It look too set up, racking would not fall that easily, with a counter balance only bumping into it, they are designed to take some bumps and that counter balance only tapped it.
The boxes would of broken open if there were products in there.

Being as the unit currency was roubles, maybe they don't have as stringent HandS rules as us.
I have to say if someone had backed their FL into the racking at my old place, they would have definitely gone like that!
