Bald patches - any ideas?

Both this year and last year during the time my horse was losing his winter coat, he has been losing areas of hair in patches around his shoulders, back and flanks.

I don't think its mites as it seems to improve one he has finished moulting and new hair grows through and he doesn't seem bothered by it but it obviously doesn't look very nice in the meantime.

Does anyone have any idea what it could be? Or anything I could do to improve his coat condition? He gets daily linseed oil in his food currently.

We had the vet out for my sisters warmblood as he has random bald patches we had him tested for fungal infections as persisted quite a while , all came back clear.
It turns out he has seasonal alopecia he casts out early and doesn't re-grow his summer coat until normal casting time .
