Most try their hardest not to, then it is (I think) limiting multiple rides and balloting the rest in the order of most points first (on the basis that they could probably move up a level I suppose). It's the other way round at 3 and 4* when they ballot least points first.
Don't worry too much - they've managed to squeeze 139 horses into Blair 1*

Which are you thinking about? Weston does usually ballot.
