It would be as the result of a court case and therefore there would be a record. There is someone in this area who has been banned (and since had her suspended sentence invoked as she flouted the ban) and there was a great deal of media coverage but if you google her name and "ban on keeping animals" a record of the court case comes up too.

I don't often post on here, but I have long thought that what we need is a Banned Animal Offenders Register, as we do a Sex Offenders Register. It would then be easy enough to check that if you were buying or selling animals, or looking for a job/interviewing someone for a job with them. It may not solve the problem completely, as the offender could just get someone else to buy/sell in their name, plus there would be a cost, but it might be a start.

It is too easy to just move somewhere else and start again. Enforcement has always been the downfall of any animal legislation; the prosecution can do all the right things, jump through all the hoops, get a successful prosecution...and then the convicted person just disappears from view. People ignoring bans are often only noticed by being shopped by someone in their neighbourhood who recognises them, but otherwise, no-one would really know there was a ban in place. Fines are not paid as the offender just claims poverty and/or hardship and asks to pay £2 a month, which of course is then not paid. Unpaid community work-just don't turn up, there is just not the man/woman power to chase you. Then you say that you were stuck with child/family care commitments/emergencies and just couldn't make it.

Often, the offender suffers far more in their personal life than anything the law can do. We have all seen that the lady filmed punching the pony was actually acquitted, but she lost her job and it was NOT good publicity. You lose your job, you lose your income, then you can't pay the mortgage.... To some that won't matter much, as they don't have anything to lose in the first place, but to some it will as they do have things to lose. The thought of ending up on a register MIGHT make even some people think twice. Possibly.
