Yes, accidents are horrendous, but, and this is a big but, those who choose not to wear a helmet do so of their own free will, they know the risks they take by not doing so, they know the effect it will have on paramedics, family etc, but for their own reasons they choose not to and will take the consequences.
If it is not the law (of the society, or the country) to do so then people often won't. There are plenty of adults that do wear helmets by the way.
