passports for horses don't seem to be functional in situations like that it seems. Wouldn't it make more sense for the passport to be online and linked to microchip and owner. So scanning microchip would bring passport up on screen. and in a better system maybe vets could scan in medications and shots etc used, and they are updated and stored online on the passport.

It would make sense to do it like the car system surely. If I sell a car I have to transfer ownership to new person. If i don't bother, and that person gets fines etc, then they come to me as im still linked owner. If there was a stricter checkup and fines system for flygrazing etc, then maybe people would act better if they knew there were linked to the horses and there were consequences.

Sorry - it is only to do with the welfare of horses - we are all fed up with 'cultural issues'. If you cannot afford to keep them properly you do not do it, let alone breed them. End of
