If a rider has 12 points and competed upto AM, then they enter a prelim on another horse, do they go open or restricted?

Don't understand 'rider has 12 points! The horse gets the points but if you rode a horse at AM level and the horse gained points then you wouldn't be able to do prelim rest.
If you got the points on a horse at novice level but did AM without gaining points then think you can but others may know more

It all depeds on the rider group. If they won points at AM then they will have to ride open below that level, regardless of how many points they have won at that level.

Open, I would say ,even in novice and elementary as well,you would need to ride in open .I think the buffer 14 points is only in the level above the one you enter.If you have any points above that then you ride open.

If a rider has BD points at Ad Med prior to 1 Dec 07 they will be Group 4. If that rider has only 12 points at AM they are able to apply to go back to group 5.

In either case they are not eligible to ride in Prelim restricted to qualify and must ride in Prelim Open - and, as mentioned above - Open at Nov & Elem. Medium will depend on whether the rider applies to to back to group 5.
