BD Regional qualification... just to clarify!

Ok, can someone just tell me whether I am right or wrong here... I just cannot get my head around this at the moment. I have no idea why, and have now misplaced my rules book (it is in a safe place somewhere

)

To qualify for the Regionals in Preliminary you need to get 1st or 2nd in a Qualifying class with over 65%???

To qualify for the Regionals in Novice Restricted you need to get two 1st places in a Qualifying class with over 65%???
