BE Entries and balloting

Just been looking at the rules for balloting. Does it matter if you enter on the day entries open or the day before ballot day or does that not make any difference to whether you get balloted or not?
Like when they're sorting it out, will it be order of entry or something else like name after they've done all the full member/day pass etc.etc. list

Yes I volunteered in October but it got cancelled and I've volunteered for the other day this time.
With it being cancelled though I think they'll be a lot of balloting
