BE new rules re: moving up

I'm a little confused by the new rule. Is this just for people new to the sport? For example I've competed up to CIC* level but that was 5 years ago now, since then I've not rejoined BE and have just done a couple of BE80's and BE90 with my green horse. Do I have to prove myself going up the levels still?
 
It should not apply to you they have just brought in qualifications for new members to stop them moving up or coming in at 100, bringing it into line with the rules for 12/13 year olds, your previous record will be fine.
 
From the reporting the MER is not horse / rider combination specific so as long as you have completed a BE100 or above you should be fine. But there could possibly be a time limit in the small print somewhere.
 
I'd just ring the BE office and ask if you're unsure, they're very helpful. I'm not sure if there's a time limit/expiry date, as Shay says.

If you're riding a new horse, they may need their own MER depending on what level - I haven't got the rulebook to hand to check.
