BE u18 and u21

Hoping someone can help me clarify a few things about BE please? - I understand certain conditions just be met for horses to compete in a BE, if they are not then horses must compete in the Open sections. However, should you wish to compete in an age restricted class (u18 etc.) would previously overgrazed horses (due to points) not be allowed to compete here, or would the conditions simply be only age?

The classes are open so most horses will be eligible however many points they have, there are a few exceptions, full rules for the u18 classes are below, don't forget the rider has to be qualified in order to compete at each level.
