Bedding advice please?

I am a new owner (of 3 months) and really need some advice on bedding for my very wet pony!
Currently he is on full rubber mats with half bed of flax. I do a full muck out every day cleaning up all the wet flax and then sprinkling powdered disenfectant down yet under the back mats where he poops and pees it is absolutely saturated and smells disgusting! I was horrified. I really want to lift up the back mats and do away with them. Is it ok to use flax without the mats? I really don't want to use straw as this is not absorbant enough.
I would be so grateful for any suggestions.
 
Can i just ask what way have you got the mats down like what does the top side look, bubbles or slits? What is the floor under it?

I use all bed and shavings under it. My mare is VERY wet and i've yet to find anything that stops it really. lol
 
Straw or wood pellets, either on their own or under shavings. I don't use the pellets as they're recommended, I use a bag at a time over rubber mats and take out the poo and wet every day. One bag used like this will last at least a week, usually more.
 
How deep is the bedding you are putting down? I use 5 Star wood pellets on rubber mats and have the beds about 8" thick. I skip out the droppings and only take the wet out when it comes to the surface. I put approx 2 - 3 10kg ban on each week. To start a bed from scratch I put about 20 10 kg bags in.
