I use cardboard (Ecobed) at work in some of the stables, and it's fine with neat horses but horrendous with those who enjoy stomping poo around or, worse, trampling hay through it. Unlike shavings, you can't get a forkful and shake it out.
It can get heavy when wet, but removing all the wet daily makes it bearable. I certainly wouldn't fancy deep littering.
Plus point: zero dust.
