Best legal spurs for competion?

I ride in rowelly spurs at home and for training. Horse can switch off half way through dressage tests and literally down tools. He is fit, well, without any back, teeth or saddle issues he's just a member of the awkward squad. This frustrates me and my trainers and it must frustrate him if I have to nark him all the time.
So without a big debate or castigation, what are my options?

I would go for the simple roller ball style spurs, I think there called 'impulsion spurs'

I have recently started using the 'impulsion spurs' on my mare, and had great success with them
