Best, most economical bedding that's not straw.

hemp is very good once youve got a good firm mattress established its a really easy bed to keep and youd only need a half bag a week to top up ,and it smells lovely!
 
Giffords Cushion Bed, if you are not too far away, the cheapest way is go to the factory and collect a lorry load. £3.00 ish a 20kg bale.

It is wood chip.
 
wow that sounds cheap for baled wood shavings/chip. I sell sacks of shavings for £3 but they are not dried so the weight varies from 20 kg to 30.

Without rubber mats I would use wood pellets as a thick 4-6 inch base and not lift the wet until it is exposed at the top, so base gets solid, and I would use hemp on the top as it is super absorbent and cushioning Aubiose or Hemcore are 2 makes, I find Aubiose better, more absorbent and cleaner looking).
 
I use Rapport. It's made by Hemcore - the hemp bedding people but it's actually made of chopped rape straw. It is significantly cheaper - around £7 a bale, is as absorbant, soft and easy to handle as hemp too :)
 
Re wood pellets, my stable can get a bit wet (leaks a bit in corner) and my mare is very messy. Do u think it would suit?

Also, my girl is grey with a white tail.... It's a nightmare keeping it looking white on straw as her tail tends to soak up the wet more than the straw!! Would I have same problem on pellets?

I think it would suit very very well, they are very absorbant and the wetter they are the more solid and stable the bed is. It would certainly be a vast improvement in both the aspects you mention than the straw.
