I'm currently looking for a loan for my friend. It needs to be 14.2-15.1hh, cob safe type, she will want to do bits of everything, dressage, showing, jumping, hacking. Where's the best place to look? Haven't had much luck so far!

Probably local FB pages, preloved, local tack shops.
Although might be worth advertising yourself on those sites but also places like horsequest

Have you looked on the Rehoming horse charity sites.
Blue cross, world horse welfare and Redwings all have horses being offered for loan.
Your friend would have to be approved first, but it is a very worthwhile thing to do.
