best rugs

It depends on your horse. If your horse has plenty of natural shelter in the field, then unless he is aged, ill or clipped out, I (personally) wouldn't expect a cob to require much rugging.

When you do rug, you want the horse to feel "not cold" underneath it, definitely not "toasty" if the horse is warn under his rug, he is over rugged (however much *we* want to feel warm ;) )
 
My unclipped cob virtually lives out. His own coat does a much better job of keeping him adequately warm than I ever could trying to decide which weight rug to use and when. I just let him use his own thermostat.
However, in keeping with this thread, if the cobs thermostat is broken and you need to step in then yes, three heavy weights minimum and the uggs sound like the best route to go. :)
