Best surface for an uphill track from stables to paddocks

Hello! We have a 180m hardcore track that leads from our stables, past an arena and up to paddocks.
Track is used by tractors and horses. Currently it gets quite muddy as tractors bring mud down from fields.
Any ideas on what might be a better surface? Was considering a very rough / brushed concrete, but worried about slipping.

Concrete would be spendy!
Road planings over the hardcore? Must be tricky taking horses over hardcore anyway.
Could track be widened slightly and tractor driver told to keep to one side allowing horses a clearer route on the other side?
 
We couldn't get road planings last summer (apparently councils are doing less repairs and the planings get reused for roads now)
We ended up with crushed granite (about £45/ton for small loads) which when rolled goes very solid indeed
 
Type one would do the job

Or a base of cheap crushed concrete with a blinding layer of grano dust

Whacker plate it all and it wont go anywhere
