Best way to manage a pellet bed

Can you lovely people tell me please how you manage yours?
Im on Rubber matting and have a reasonably clean horse, all the poo in one place and the wet patch always the same. The rain does tend to blow in over the door and i think maybe come up thru the mats a little (its only on hard core).
I remove the poo and the worst of the "wee" wet, rain wet i mix back in. The problem i have is adding new I just dont seem capable of getting it right! If i add it dry it stays that way. Ive tried pouring a bag into a bucket and adding water but this seems not to be great either.
Whats the best way?

Put in a clean barrow, add a small amount, eg half a small feed tub, or three kettles, and wait thirty mins. All the pellets should be affected and no excess water.

I've gone back to straw now but when I was using pellets I put half a bag in the gap left by diging out the wet patch and I'd pour a kettle of boiling water over the pile and leave it a few minutes before putting the bed back down again.
I'm sure how much pellet/ water would be individual to how wet your horse is!
