Hopefully not deliberately with complete disregard for the welfare of the horse or 3rd parties. Unless you are another one who believes as long as "I'm all right because I have insurance" and if the horse gets killed it does not matter as the insurance will pay out.
And your analogy is a sick comparison to someone who clearly has no regard for either the life of their dog or the public.

Seriously aoibhin if someone is permanently maimed or killed? or your dog killed?
If your dogs needs to sprint do it in a secure garden/field. If you do not have a large garden should you have a large dog?
