Bit advice - please

Hi we have recently had a new horse tbx who came to ourselves as a project
& he is currently been ridden by a very competent 12 year old - however he has a tendancy to rush -which we are working on - before he came to us the previous owner was insistent that he needed a pelham which I think is a bit harsh - we have put him in a loose ring snaffle that hes not doing too badly in
- & he is not rushing as much as he was - but he can still get a bit strong - he likes to be ridden with your seat rather than hands if that makes sense & we are getting the feeling that his mouth has been messed about with -
we know that his teeth have not long been done so all ok there - but the rider does get a bit worried about hacking him out if he is going to take off as we have to do a bit of road work - He has a martingale on & if you pull @ his mouth his head goes up in the air - I dont want to put a harsh bit in but feel that we need something slightly stronger should we need brakes !!! - maybe with some poll pressure to bring his head down ?????
The rider has very soft hands so wouldnt be jabbing @ his mouth all the time
Any advice would be appreciated as we have both only ridden in loose ring snaffles before.
