bit help-please.

I have a very nice 14.2 mare that I've been playing dressage at over the past few months. Her way of going is to fall in and stick her head up & out to counteract this.
I've worked on straightening her up through leg yields and encouraging her to soften her neck & jaw and as a reuslt we can work around the edge of the school quite nicely in walk & trot (circles are very much progressive).

Jumping i ride her in a dutch gag, on the top and 2nd rings (not the bottom one) & she seems to respect this, however, its not dressage legal so I was working her in a loose ring JP snaffle and find shes got no respect for it at all really, her answer is to throw her head up and run through my hand or lean and run through my hand when I ask her to soften. I've progressed onto a hanging cheek snaffle, to see if the poll pressure will help and whilst shes slightly better she still leans and pulls in it wheras in the gag she'll sit much lighter in my hand.

Can anyone suggest a bit that might help that is dressage legal?
