Bit measuring

Hi, I wonder if any of you could help me. We are slowly replacing, providing all the tack that came with our new mare and we are onto the bit. Currently she is ridden in a central revolver 2 ring happy mouth gag, snaffle ring for schooling lower ring for brakes when out. So far no problem but the plastic part is breaking down and needs replacing. I have found a Jeffries eldonian central revolver in all metal which is fine but for some reason there is a 3 ring gag which is cheaper than the 2 ring so my question is..will it make any difference to change to this if we simply don't use the bottom ring ? Secondly how on earth do I measure it, from inside ring to inside ring is one measurement but from the edge of the happy mouth plastic to the other edge is another, as it is a loose ring. Which measurement do I take?
 
I've always taken the measurement from the inside of the ring and then allowed about 1cm extra allow for movement and minimise pinching. Its worked for me so far
