Bit to lower head in an excitable horse

My mare can get strong and excitable out hacking - she throws her head up (so high it can smack you in the face - so she wears a martingale) Have tried a pelham with 2 reins, but she didn't seem impressed. Possibly because it was a thick rubber one, but was all I had. Going to try her normal happy mouth snaffle with a market harborough as I have one already, but what other bits have a head lowering action?

Dutch gag isn't a true gag. It is a head lowerer. I'd go for a Pelham or a kimblewick though.
