Bits to help steering?

My sister rides a gorgeous little 13hh welsh C- he's well made and ridiculously scopey with lovely paces and real charisma. However, he is builtlike a small tank! Massive shoulders, big, cresty neck (cut very late so a stallion without balls, lol). Problem is, there is no steering at all. We've tried fullcheek bits, and there's no difference at all. He's popping 85cm with ease, but getting round the corners is getting harder and harder!

Any suggestions for a bit which would offer more control without scaring him- he is now very confident but when he arrived he was a very scared, timid little chap who wasn't confident enough to take any contact at all.

We've tried the full cheek snaffle, and he mildly panicked and fought it. He was quite mistreated, and although now he's bold and happy, I doubt he'll ever be totally confident.

Waterford's too much, but the NS bit might be worth a bash... do they make them in tiny!?

NS were very helpful when I contacted them about my daughters pony, they actually designed and made a bit for her after I explained what she was like. It was expensive but worked really well, it may well be worth giving them a call.

Depending on what your sister can do in terms of hand control, how about a double? If you've got independent hands then they are great because you only have to bring the curb into play when you choose to, it's not there all the time. I used to always use one for jumping and it was just brilliant. Some horses like them and some don't, so yours might not but worth a try if you can borrow one in the right size?
