bitting advice horse with sore mouth - again!

My horse has just had some work done with the dentist today -he noticed that his mouth was sore and red from his bit - I have had this issue before! He rides very strong leans on the bit and pulls it - I ride with soft hands but, he is very hard to stop or halt once he gets going. My instructor and dentist both recommend a stronger bit such as a pelham ,in particular a rugby pelham bit. He is currently in a full cheek snaffle with a lozenge. He has a fat muscular tongue and a soft, saggy pallet. I would like to know if anybody would have any knowledge of what link would be appropriate for his type of mouth confirmation and if a rugby is the best type or is there anything more suitable?

I would be tempted to try a waterford. I'm a bit confused as to why you've been advised to use a rugby pelham - essentially all they are is a pelham designed to look like it's a double (weymouth and bridoon). The actual action of the rugby pelham isn't much different to a normal pelham (though there is a slightly more direct action perhaps).

My horse can be very strong, she also has a fat fleshy tongue and fleshy lips. She likes to lean on the rider's hands, if you let her. She schools well in an NS Verbindend but for anything else (Which is when she gets strong), I use an NS Universal with 2 reins. She seems to find it very comfortable but doesn't normally pull or lean on it. If she does forget herself a tweak of the curb rein reminds her.
