What do you think is the best bit to encourage a horse to accept it and relax, but still has some brakes?
My horse currently has a beval bit, but is reluctant to accept it and throws her head in the air. She is forward, especially when jumping/hacking but not hugely strong and has quite a little mouth for her size so pelhams/wide bits don't fit.
 
Hi! My pony is quite headstrong and in the wrong bit can shake her head! However my pony loves the happy mouth hanging cheek lozenge. It's a very kind bit- but still with some breaks!

Have her teeth been checked recently? If so, what did the dentist say about the shape of her mouth, tongue etc - did they have any thoughts on what she would find most comfortable? And have you double checked the fit of all the rest of her tack to be on the safe side?
 
Every horse is an individual, with individual likes and dislikes, so even when your dentist has given you guidance on the type of mouthpiece you need, your horse may still have a view on the type of metal/other material, she fancies having in her mouth. You could contact a bit-bank and hire a few bits to try until you find the best one for her.
