I've only scanned this thread so sorry if I've missed it but isn't it possible it's just dogs doing it? I would seriously doubt that a person is doing this. The OP says it only happens sporadically... my guess is that it happens when the liveries leave used sanitary items in the toilet bin, someone's dog is getting in the bin and then spreading them around the yard. The dogs at our yard steal bits of horse poo and always run off into a stable to eat it - surely it's possible a dog is stealing the tampons from the bin then running away into a stable to chew it?
