"This is the Swedish Horse Stave Association's "Blue Base" web service. Blå Basen contains information about horses and their lineage, results from conformation assessments, competitions, breeding evaluations, etc."
This is what the welcome message says on their website.

I think it’s just an information site, they have similar sites here where you can look up breeding lines etc.

I can understand a little of it, It looks like it is the central registration database of all horses registered in Sweden, very similar to the one we have in Denmark, you can search for information about any horse in the country. It’s run by a government body like DEFRA and they put the information on there from the passports, when the horses are registered.

Not sure there is an official trace my horse version in Sweden, beyond Blå Basen, which doesn't really seem to be comparable, without more aimed towards keeping track of competition, and breeding results (as have already been mentioned).
Blå Basen is linked to The Swedish Board of Agriculture which registers any horse that spends more than 90 days in Sweden, and the Swedish Horsebreedingassociation (might not be the official translation of Svenska Hästavelsförbundet, but that's the direct translation of the name), which is linked to around 30 Swedish horse breed clubs, and responsible for handling all horse breeds without an official breed club, including horses without known pedigree, and donkeys.

I can't see that site be much help in tracking current owners, if that is what you're after. However, if you sold her to a Swedish owner who happens to have blogg or something about their horses, perhaps googling the person's name might lead to something.

I tried googling Bower Elaine + some different combinations, her UELN (passport related) number, her Blå Basen ID number, her colour (skimmel = grey), and född på Irland = born in Ireland. But my googling couldn't find anything that way.

If you do happen to find any page or something in Swedish that you want help translating, I'm happy to give it a try, I'm Swedish after all. You could always PM me if you have any info you don't want to post on the forum.

Thank you so much FinnishLaphund. I sold her to a "friend" here in Ireland last June very cheaply because of covid, promised forever home bla bla...( she was a quirky ride and had COPD so neded to live out) and he straight away sold her and wouldnt say who to and I just found out she is in Sweden. All very upsetting I owned her for 8 years.
I found her on the register and all I can find, under Avelsorganisation, is Svenska Hastavelsforbundet. Does that mean she has gone for breeding at a stud or somewhere?

So sad to hear what your crappy ex friend did. The thing is, Blå Basen is for all horses, as I said, as soon as a horse spends over 90 days in Sweden, it needs to be registered with the Board of Agriculture, and if it's registered with them, it will also be in Blå Basen (at least that's how I understand it).
So all it means is that she's definitely has been here in Sweden.

I've registered on a Swedish horse forum, and posted a thread to ask if anyone knows of any other way to find out where Elaine is, but I'm not too hopeful. I suspect it's like looking for a needle in a haystack, there are so many horses imported from Ireland in Sweden.
Just to give you an example, I had a look at my closest riding club, out of 13 horses, and 16 ponies, 9 of them are imported from Ireland (none of them is a grey mare imported last year though).
