Bone? What age do you decide they are a he/me etc?

Basically I have a 2 year old which is quite fine in terms of bone. I wondered if she is likely to put more down, or whether by the age of 2, it is where it is and if a mw would not become a hw etc ?

You have years to wait yet. My l/w cob put on an inch of bone between going on loan at riding six and coming home exactly a year later.
