Boredom busting ideas

I need help to ease my pony's boredom. She can only go out to grass for an hour or so a day (due to laminitis). Due to the rubbish weather she can't go in her starvation pen as she just gets fed up with the mud and escapes (usually taking the fence with her!) and so is in with hay most of the day.

She can see her stable mate but is very bored. I have tried hanging a swede and she got bored of that after 2 bites. She also has a football hanging in a haynet and that is apparently not in the slightest bit entertaining, so any ideas would be gratefully received!!!
 
She gets ridden most days - even doing dressage tomorrow, but unfortunately I can't ride her all day everyday, especially as she is in her 20's!
 
Thank you for your ideas. Likits are out because of the sugar, and I wish I could just move my office to her stable to keep her company!! If she had thumbs I would get her to do my filing!
I think a mirror could be a good idea as she does like looking at her reflection in the horsebox!

I think she is just being a typical Welsh D!
 
Pretty sure countrywide do licks suitable for laminitics? :) Could be wrong!

Treat ball filled with chaff or any lami-safe feed?
 
Put her feed in a treat ball?
Could she be in a different stable so she can see more?
Any chance of making her up a track system so that she can stay out for longer, move around more (put water in one area, hay in others so she has to move between them?
Depending on field set up, could you strip graze her, or make a little paddock in the field with other horses?
Or just put a muzzle on her so she can go out with others/ for longer, but with restricted access to grass?
