I will mention the hay, I can even pick it up for him! However, as knowing him I don't think I have it in me to complain to the RSPCA etc although i do want whats best for the horse. Hopefully if he starts buying hay there will be no need! :)

Well what you can do is ask him if he'd like you to pick up some hay for the horse, as you will be going etc. and you know that he will realise that she'll need some.

I don't see what knowing someone has anything to do with raising a concern with the RSPCA.

But obviously at this stage you are the one best placed to know if this is a situation to be concerned about, or one just to be monitored.
