Brings his head down

How do I stop horses from bringing their head down? Why do they do it? It has happened with two of the horses I ride, and one is a reppeating offender. The other day I had hardly any rein left as his head was so low, and this was in trot! It is almost as though they are on a long rein. I just feel that when they do this I have less control of them and this can be a problem as I do a lot of jumping.
Any ideas??

Are they pulling the reins from your hand? Are you being heavy handed?
Do you have enough impulsion from them?

no, they are literally like they are on a long rein, i can't shorten the reins as i'd be leaning forward :S
