While the equine press seems an obvious port of call, you'd probably be more likely to get a result with the mainstream press (even if you just threaten it rather than actually doing it). Try your local papers or BBC Wales news are always asking people to contact them with stories or maybe even X-ray? (like a Welsh - but English language!- Watchdog for those outside Wales)

With the attention the Dressage got at the Olympics and Paralympics this year it would be guaranteed to get in the papers.
