Brushing?

My friend's fell pony seems to be brushing behind, was interested in people's advice. He doesn't have any brushing injures but his hooves clack against eachother quite alot sounding like he's overreaching but he isn't.

Any thoughts? Would you put overreach boots on his hinds to stop them knocking eachother?
 
My gelding can brush a bit behind if he isn't walking out properly but where it touches is low on his hoof wall and doesn't do it in any other pace or if he is striding out he's never injured himself so I've never booted him.
