BS rules - riding in the warm up with no hat on?

At Newbury Show last weekend, a competitor jumped in the main arena, then came back in to the warm up and walked his horse round waiting for the end of the class, carrying his hat under his arm. I'm not hugely au fait with BS rules but I didn't think this would be allowed - any jumpers know please?
 
Thanks for clarifying Lanky Loll. The steward either wasn't there or didn't care then, as the guy walked rode round like that for a good 10 mins.
 
You don't have to wear a hat in warm up if you are competing under FEI rules. But it sets a really bad example! I remember taking my then very young daughter to watch the warm up at Olympia only to find that none of the top riders had hats on. Took me back a bit! Obviously adults can make their own decisions (rules permitting) but I do wish they would consider the example they set for younger riders.
