Try looking on the BSJA wb site and down loading the rules. Discovery is 1.00m and Jump off is only up about 5cm to 1.05m but not all the fences would be that height.

Thats called lazy coursebuilders syndrome
It definetly doesn't work if the next class after a Discovery for example is a 1m open
Rule is first round of a discovery is 1m with at least 90% of the fences at the maximum height. The jump off can then be a maximum of 10cm hgiher than the first round.
In practice it depends on the venue, number in the class, coursebuilder and the jumps themselves as to how big it is. I have seen Discovery's no bigger than a proper british novice but on the other hand I have seen one which I mistook for a Newcomers but the latter is rare!
