Bucas power light - possible numpty question!

I've just been having a sort out of all things horse and have found a Bucas 'Power Light'. The numpty question is... is it waterproof? I'm guessing yes seeing as it's a turnout rug but the outer material just doesn't really look all that waterproof! There's no padding, just a fleece lining but have heard that it's good enough to keep a horse warm in -10!

It's going to be about 1 or 2 degrees here tonight so would like to put a light/medium rug on - is the power light good enough?

I have a Bucas Smatex Rain with the stay dry lining. It's also ballistic nylon and it's a fantastic rug and is very waterproof even though it's pretty old now (never been reproofed). It doesn't have the aluminium coating though, but pretty similar.
 
The newest version has a single front strap like this.
