Bumps on shoulder

Anyone seen these before? These appeared on my horses shoulder on Monday and haven’t went away.
Nothing changed although has been so mild, he is clipped and has mostly been without a rug but wears a rain sheet in the field.
They aren’t itchy and he’s not got them anywhere else.
Nothing can really be seen under the hair either but I can almost take the ‘head off’ if you like. Almost like scabs?
