BURNING RAGWORT SMOKE

It's almost certainly toxic insofar as it will contain carbon compounds and ash and other stuff that can seriously damage your lungs if you breathe it in. But it won't be toxic in the same way that ragwort is toxic when eaten. That toxicity is caused by the liver breaking down the plant alkaloids that then cause scarring and irreparable damage to the liver tissue itself. The plant alkaloids themself will be destroyed by the fire.
