Bute-less products and numb gums

Does anyone know of any of the bute-less products out their which (a) actually work and (b) don't make the horse's gums go numb?

It looks like my 12yo ISH may have to go on bute (or alternative) longterm, which is not great anyway, but bute itself goes straight for his gums and then I end up with a sound horse that I can't actually stop

. Or alternatively a lame one with a beautiful mouth that only looks good in halt

I would have thought that not being in pain any more makes your horse be more spritely hence the not stopping, i've never heard of it making them numb!

I have jack on NoBute which he does really well on. I did have to change his feed to a high fibre low starch/sugars feed as he found a new exuberance once he wasn't in pain anymore.
