Too much money - so haggling would be needed.
I see what the others see, however to give her the benefit, she appears to be trying her best with not the most sensitive of rider (IMO). i would love to have her, turn her away to 'relax' then her true character will come out, be prepared for a potential change of temperament.
I would go to see her BUT with head ruling heart...you can't afford to feel sorry for her.
(I would, that's why I couldn't go to see her because i'm a sucker!)

You say you are buying to a strict budget and yet you want to take a risk on something that is at best poorly produced and at worst crippled… a full lameness workup cost me 1500 quid last year … just saying.
