Im looking to buy some new leathers/webbers for my dressage saddle, as im too lazy to keep swapping them around from my other saddle.

What is the best way to measure to ensure I get the correct length? im looking at probably webbers for my dressage saddle so am aware I need the t bar to be below my saddle flap so as not to damage it, also im fairly short 5'1" and ride quite short.

Might be a stupid suggestion - but can you not measure your existing ones and get the same/longer/shorter depending on how good a fit they currently are? I think some are sold with the sizing reflecting the longest length stirrup will come to so that would be the measurement you were aiming for using existing leathers - but do check on whatever brand you're going for.

Probably the best solution, I just wondered if there was any other way to tell, knowing my luck I will measure mine and then end up with ones that are too long.

When you do buy new ones make sure if you go for short (child length) ones that they aren't child's width. They should be 1" wide for an adult.

Ok so I've measured my current leathers tonight and they're 20" from buckle to top of the iron does that mean in need the same length if I buy t bar Webbers?

I had great problems and many returns with this. I believe webbers are measured in their full length, so you will need it a bit longer (for the loop at the bottom). Too long and you're back to rubbing the saddle flap. This is just a matter of inches *rolls eyes*

Different makes do different size ranges. I found Bates were the only ones that sat in the right place for me, which is annoying because they're not the economy brand ;)
