What would you think / do / say if a competitor came into the arena wearing a collared waistcoat instead of a jacket if you hadn’t specifically said ‘jacket’s excused’ Would you class a waistcoat with a collar as a jacket?

I thought that you don't have to wear a jacket (or waistcoat) unless it is a championship show - at which point it's at the judges discretion.
It's been a couple of years since I've completed affiliated, but think that's still the rule.
Unaffiliated I always wear my waistcoat if it's hot, as as far as I'm aware, that's the rule.

I would think the judge isn’t up to date on BD rules ?
