Can anyone please recommend me something to go under a rug to stop it rubbing?

I'm looking for those sort of rugs that stop their normal rugs rubbing.
By the end of winter half of his mane is gone and he gets bald patches on his shoulders. This year his mane has hardly grown back, so i can't have the rug rubbing again, as when it comes to plaiting, it's impossible.
I asked my local tack shop to see if rug was too small and they said that sometimes its just how they sit.
I want one that covers his shoulders and lower mane, however i don't want on that goes over his face. It also can't be too heavy or thick as i'm not sure how easily it will fit under the rug.
Preferably something not too expensive. :)

Ah that sort of thing sounds perfect!
Skychick and Sedgemoor Chaos, that was what i was thinking of, going to need to find one that goes higher up his neck though.

Only Bossy Bibs for me. Tried loads of others, none worked. Very helpful on phone reasonable price, and works

you might find it is rubbing simply because it is too big around the neck. Try sewing an overlap halfway down the neckline (both sides)which will bring up the front and take the pull off his withers (make sure the overlap is folding down not up or it will fill with rain water) you can use plaiting thread.
If it is just because he has really high withers then a sheepskin pad might help.
