Can colt get mare pregnant?

My 18-month old colt has been trying to mount a mare we recently turned out to graze with him and 8 other horses. All are geldings, bar one other mare who's in foal. His testicles haven't dropped yet - could he get her in foal? And at what point should I worry his testicles haven't dropped? He was an August foal, and a late bloomer.
 
It IS certainly possible......
A breeder I know had a foal from a mixed pair of weanlings she wintered together, both April foals - the filly dropped her foal in early December when she was 20 months old.........
I'd been very keen to seperate them anyway right now, regardless if nothing has dropped visibly. (have you manually checked tho?)
 
I would be very concerned. If he is trying to mount her then there is a good chance his hormones are very active and, not only might he get her in foal, he could also land in a fight with one of the geldings. He is fine with geldings, but not with a mare present.
