sounds as if she's got choke. if she's still like that (straining neck, saliva running from nostrils) get a vet urgently. seriously... the tissue around the blockage can dry out and necrose and it can be fatal. keep her calm, try to keep her head down. horse's cannot vomit but she's got something stuck.
Anything that comes out of a horses mouth is almost probably from teh respiratory system. Sounds like she has a lung infection or something to that effect.
Glad that you have reported her. Might be worht saying to the ILPH that you can do something for her? (If you can!) As that might sway their decision.
If that poor horse is left in that condition now what is it going to look like in a couple of months time!
Please go ahead and report it.There was a mare in the same sort of condition at Ashford market last week and the RSPCA were going to seize it but someone brought it outside the sales ring.The owner however was arrested.
I suggest that you report it to another charity as they will do something about this.
She looks very underweight for the time of year, was there any hay etc in with her? I would have thought a rug would benefit her too.
Before you report her perhaps make some enquiries locally, we were livid when the RSPCA turned up to a thin horse we had, it was already being treated by our vet as it was suffeing cancer, and we were just giving it's foal a few more weeks before doing a managed foaling.
You will need more info to report it anyway, and surely someone nearby will know who owns her.
I think it looks as though it's neglect to blame, and her symptoms are choke..
Do what you can and get back to the forums to tell us what happens, she doesn't look as if anyone is bothering with her does she?
Oh god MM. The horse looks like death warmed up. What you described could also be choke. I'd say you totally must report this but if you fear no action because of the circumstances, what about e-mailing the pix to your local paper, or the national ones? That poor, poor horse. xxx

Been to see her again this morning and she's perked up a bit - was grazing. Someone has put hay in the field and there was also a feed bowl with a bit of what looked like economy mix in it , but the owner is in Scotland at the mo so i dont know who's done it.
We also noticed that she may have ringworm - funny marks on her face. She's got harness rubs too, so has obviously been driven in this state quite recently.
Still got shoes on (not normal ones though - really thin plates).
Still waiting to hear back from the BHS and the ILPH.............
