Horses in a field overrun by Ragwort to RSPCA / ILPH etc, and they be able to do something?

You can hardly see the grass for the ragwort.

Yes i'm sure- Until recently i didn't realise its actually illegal i thought just not "right" Report them now- at least then you've done your bit and can put your mind at rest

Yes you should report them as it will spread to other fields etc. I know the ILPH and Defra are very strict about it.

if you report to rspca they will go out and just tell them to get it sorted within 2 weeks, i work for them thts why i no that ha . but defra are very strict about it x
