Can you join any PC you like?

So I've been considering joining my son up to a local PC, I'm still in the zone for the PC I was in however I dont want to put him in that one as its having committee issues etc. and I feel another one (still nearby) caters better for very young riders. I didnt think this would be an issue but someone has told me that I'd have to write to PC headquarters to ask if he could join a PC outwith the one we are zoned for? Is this true?! I didnt know there was such a rule, I figured you could join any one you wanted - the one I want to join is actually closer for events so it seems silly!
 
Speak to the DC at the branch you'd like to join? I've not heard that, and know of a couple of people locally who have left our local branch (big sulky flounces actually!) and gone to other branches.
 
I joined my son up to a branch that holds it rallies nearer to where we live, makes far more sense to me. There are branches closer to us but this one has younger boys that attend so works well.
 
I had to speak to head office about joining my non catchment branch a few years ago. They didn't question it but the new DC wouldn't accept me until I had.
 
You can join where you like - lots of people do. Your home address may be closer to one PC - especially in the south east where there are lots - but you may keep your pony closer to another, or have other connections there., There is no restrictions on joining where you like.

BUT - once you have joined it is very difficult to switch. (Unless you move a distance) To avoid people leaving failing branches in droves - or more successful branches poaching each others competitive ones - switching branches once you have joined is very difficult. You need the consent of both DCs and the Area Rep some of whom are more accommodating than others. Possibly one reason why PC Membership is falling....
