Can't figure out breed of horse

Hi guys,

A mare I am considering to buy is registered with british skewbald and piebald association, but she's a solid bay. Her registered breed is Irish Piebald & Skewbald - is this a breed?

Her sire Pacom of Newhaggert 022708 BSPA, and I think he is a TB X. and her dam is Russelstown 2366644 IHR. What is IHR?

Her grandsire is BHD (waht is BHD?), and granddam is ISH/TB.

She's basically an Irish sport horse so out of a half bred type mare and by a TBx Coloured cob ( Which is what Pacom of Newhaggart is).
IHR stands for Irish Horse Register who are in charge of the registry of Irish horses.
